How would sanctions influence a poor country to provide better civil and social rights to its citizens?

Throughout the world we want peace and for all humanity to be treated fairly and with dignity. Sometimes there are human rights issues or even aggression that threatens the peace and harmony we want to badly. As an international community we have tools that allow us to monitor and influence good behavior. How would sanctions influence a poor country like Afghanistan to provide better civil and social rights to its citizens?
